


Badass Normal: They're somewhat the Badass Normal faction of the whole series.Meanwhile, even mid to high level legionaries mostly carry bolt-action and lever-action rifles, plus submachine guns and pistols. This gets especially noticeable if you piss the NCR off: getting within line of sight of a group of hostile NCR troops will result in a hell of a lot of incoming bullets. But this is balanced out by their equipment they have better armor and all of them have at least mid-level guns thanks to the Gun Runners, who supplied the military as well as selling personal weapons to the soldiers. Compared to the Legion counterpart, the NCR troopers in general are poorly trained.Badass Army: The Rangers and First Recon, however, are the best soldiers in the setting short of Brotherhood Paladins and Enclave troopers, and the Heavy Troopers get an honorable mention despite the kitbashed equipment they have to work with.Ulysses constantly refers to the NCR as "The (Two-Headed) Bear". Animal Motifs: The bear, as befitting its flag design.While for now they are content to do so through diplomacy, many are worried that it's only a matter of time before they resort to military force, as they have so often in the past. On top of all this, looming resource shortages and an economic crisis - both at least partially brought on by their own reckless expansionism - are pushing the NCR to annex New Vegas by any means necessary. Slavery, narcotics distribution, and other societal ills common in the wasteland are illegal, but logistics issues and bureaucratic corruption occasionally allow things to slip through the cracks. Frontier towns are less lucky, often having to deal with raider attacks due to the overextension of the NCR's military and law enforcement.

Governed by a democratically-elected President and Congress, commonly referred to as the NCR Council, citizens enjoy equal protection under the law and, in the heartlands, a standard of living approaching that of pre-war society. Arising from humble origins in the desert village of Shady Sands, the New California Republic has, over the past century, grown into a major nation-state with territory spanning most of the American west coast (though only southern California is fully integrated into the union).
